In 2009, Sunset Park outlined a vision to create opportunity in the neighborhood. Community Board 7 adopted this vision in the form of its 197A plan: a blueprint for development and planning in Sunset Park. The plan called for:

ECONOMIC DEVELOPMENT
Convert vacant or underutilized property into job-intensive industrial uses and create affordable rental space.

EDUCATION
Develop a vocational training center to prepare students for jobs in manufacturing and high-tech industries, and pairing the center with a new university branch or campus.

TRANSPORTATION
Expand public transit access to the waterfront, and improving the safety and experience of pedestrians and cyclists.

ENVIRONMENT
Reduce emissions and increasing energy efficiency

OPEN SPACES
Create additional open space on and increase access to the waterfront, while establishing a sense of place by adding new amenities.

COMMUNITY FACILITIES/SERVICES
Develop community and cultural facilities on the waterfront.

HISTORIC PRESERVATION
Preserve historic buildings and infrastructure.
